BUYING AN INTERVENTION: KOSOVO AND ALBANIAN PAC MONEY IN CONGRESS

Hack and I, along with a select group of others, have been at war with the KLA over its heroin and terrorist connections. We also knew something about how political money bought this war policy. Here’s the story.
Back in 1995, late in the Bosnian war, I got a reference to a 1986 Senate Resolution proposed by Senator Bob Dole of Kansas, decrying Yugoslavian official oppression of the Albanian population of Kosovo –that’s 1986, when the Albanian Autonomous government was still fully operational. Joseph DioGuardi, a New York Republican, sponsored the companion House Resolution, both of which never emerged from committee.
I got a copy of that Senate Resolution Nr. 150 from the Congressional Register of June 19, 1986 and then let it sit in my file for a long time, while the NATO occupation of Bosnia appeared to keep things calm. Meanwhile, Bob Dole managed to lose the 1996 Presidential Election, then vigorously supported Mr. Clinton’s year-by-year extensions for keeping some 6900 US soldiers in Bosnia.
As the KLA insurrection in Kosovo reached civil war levels, I began to think about that resolution and how it misrepresented history. I had done considerable reading on the origins of the Yugoslav conflicts, pulling Washington Post, New York Times and other reports from the 1980s, bearing on Kosovo and the collapse of the Federative Republic’s communist government under the pressure of ethnic-nationalism.
Well, pieces fit together showing that all along it has been the ethnic nationalist fascist losers of World War II in Croatia, Bosnia and Kosovo who have been exploiting the political process in Germany and the United States. Their goal has been to effect the division of Yugoslavia and the cleansing of Serbian populations from their territories, while purporting that “Greater Serbia” was the menace to European security and not the post-fascist “Greater Croatia” and “Greater Albania.”
Survivors of the Croat Ustashe movement in southern Germany began their work in the 1960s, but Joseph DioGuardi must be given credit for a sustained campaign to influence Congress beginning in the mid-1970s. DioGuardi, an Albanian American whose ancestors came from an Albanian transplant community in the heel of Italy, sat in Congress for several years in the mid-1980s as a Conservative Republican from New York’s Westchester County, but creating a Greater Albania was his agenda as a map on his website shows. His Political Action Committee (PAC) activities are easy to follow from 1988 on.
What makes the PAC and individual contributions to campaigns more interesting is the demonstrated connection between the Kosovo Heroin Mafia, its “pizza connection” distribution (”inherited” from the Gambino crime family) and money-laundering networks, and the number of pizzaria owner-contributors listed in DioGuardi’s filings. The Croats and Albanians came up with big pots of laundered money, then spread it around selectively, with American politicians helping to persuade other members in Congress.
I have indications of a political alliance between DioGuardi and Bob Dole going as far back as the early 1970s, but have not yet got all the evidence in hand. What I do have is sufficient to reach tentative conclusions about how foreign policy, in a democracy, can be “bought” –that is precisely what happened in the case of the Kosovo Air War.
In early 1987, kicking off his 1988 bid to wrest the GOP nomination from then-vice president George Bush, Dole received $1.2 million from Albanian American supporters in New York City, while DioGuardi received $50,000 at the same dinner. I expect the funding trail goes back further, at least to Dole’s 1976 campaign. It certainly continued from 1987 through to the present.
As the collapse of Yugoslavia loomed, the Croatian and Albanian lobbies continued their campaign: Defense & Foreign Affairs Strategic Policy, Mar. 31, 1993 issue, reported as much as $50 million was larded around Capitol Hill in a two-year period which saw the defeat of George Bush and led to Bob Dole’s control of the Republican party.
The United States Congress, still reeling from a series of financial scandals involving representatives and senators, is now bracing for a new problem: the massive financial “contributions” which have been made to election funds of politicians by Croatian sources over the past two to three years. One Congressional investigator told Defense & Foreign Affairs Strategic Policy that the donations and expenditures on Washington lobbying by the Croatians over the past two years “could well exceed $50-million.” Much of this came directly from Croatian lobbyists, and some from Croatian American businessmen.……………….
Now, as to individual contributions, there are campaign contribution limits on individuals, then there are Political Action Committees (PACs), “Soft Money” contributed to the parties and fed back to candidates, and there is the time-honored custom of passing bundles of hundred dollar bills in brown paper bags to favored candidates. Federal Election Commission (FEC) records are on-line and I have been able retrieve records for Joseph DioGuardi’s PACs going back to the 1988 election cycle, and have also tested Bob Dole’s 1996 Campaign and Liddy Dole’s Campaign-2000. It is all there in the lists of candidates and contributors.
In particular, most of the Congressmen speaking loudest against Serbia and Serbs are those receiving money from DioGuardi’s PAC. Some have simply been beguiled, others may be more disingenuous. Recipients come from both sides of the aisle but are mostly members of the House or Senate foreign relations committees: Joseph Lieberman and Jesse Helms, Benjamin Gillman and Tom Lantos. These records do not reveal monster sums of money, but demonstrate the tip of the iceberg, where “soft money,” individual declared contributions and bags full of $100 bills also find their way to select candidates.
It is clear that Bob Dole and Joe DioGuardi, in league with Croat and Bosnian fascist emigrees, worked very effectively to set up US foreign policy to dismantle Yugoslavia and ruin the Serb people. They have succeeded admirably because they were organized and persistent, while their opponents were disorganized and, ultimately, outnumbered by the overwhelming flood of media propaganda. Now, the US taxpayer is on the hook for Billions of Dollars, while our service personnel will be tied down for years in Bosnia and Kosovo, again attempting the kind of nation building that failed so spectacularly in Somalia and Haiti.

Albania and Kosovo
There has been an eruption of violence in the capital of Albania, over the weekend, as well. Supporters of the opposition Democratic Party set fire to prime minister Fatos Nano's office on Sunday following the murder on Saturday night of a leading Democratic politician, Azem Hajdari, and a bodyguard. Hajdari was a 35-year old youth leader of the Geg faction and Sali Berisha's Geg-based "Democratic" Party which looted the country through pyramid schemes and is in league with the KLA to prosecute the Geg war against Serbia and Macedonia.
Nano, leader of the Tosk peoples of the south and a multi-party coalition government, has received US assistance in trying to chase down Islamic bombers and to crack down on the flow of arms and men into Kosovo. But he has a weak grip in Tirana and no grip on the Geg tribal north as the last few days' events demonstrate. Today, of course, there was an attempted Geg coup, well covered in the evening news, and a bit of a close call. What is important to underscore is that the Tosk south does not support the Geg-KLA attacks in Kosovo and Macedonia and that that tribe-on-tribe struggle underlies the political battle between parties which are only nominally "Democrats" and "Socialists." This is another direct product of irresponsible and politically-motivate misrepresentations of the facts in Kosovo and Albania by Clinton Administration members (Albright, Holbrooke, et al) and by Robert Dole and other more easily-beguiled Republicans who have been too easy about accepting fascist-Croat and Geg money over the last 20 years or so.
Domestic campaign contributions by American citizens is a matter of free speech and the right to petition government. One element of campaign finance reform we do need is full and immediate disclosure of all contributions and an ironclad ban on funds representing foreign interests from China to Croatia.

An FBI statement before a US Senate Committee in October assessed the organised crime situation in the Balkans.

Organised crime in the Balkans has attracted the interest of the American law enforcement community and the US Senate. The US Federal Bureau of Investigation (FBI) believes that crime from the Balkans, Eastern and Central Europe, and the former Soviet Union is expanding and will continue to expand.
"In the last year or two, European nations have recognised that Balkan organised crime is one of the greatest criminal threats that they face," Assistant Director of the FBI Criminal Investigative Division Grant D. Ashley said in an October statement before the Subcommittee on European Affairs of the US Senate Committee on Foreign Relations.
He added that European police organisations estimate that Balkan crime rings now control more than 70 per cent of the heroin market in some of the larger European nations, and are rapidly taking over human smuggling, prostitution and car theft rings across Europe.

Deep Events and the CIA’s Global Drug Connection

One significant organizer of the post-war global drug connection -- between CIA, organized crime, and their mutual interest in drug-trafficking -- was former OSS officer Paul L.E. Helliwell. Helliwell, who was head of the Special Intelligence branch of OSS in Kunming, and later an officer of OPC and the CIA, was simultaneously the owner of the Bank of Perrine in Key West, Florida, "a two-time laundromat for the Lansky mob and the CIA," and its sister Bank of Cutler Ridge. Here we shall see a number of interrelated mob-CIA money-laundering banks in the global drug connection, of which the greatest was undoubtedly the Bank of Credit and Commerce International (BCCI).

Loretta Napoleoni has argued that there is an Islamist drug route of al Qaeda allies across North Central Asia, reaching from Tajikistan and Uzbekistan through Azerbaijan and Chechnya to Kosovo. This leads us to the paradoxical fact that in 1998 Clinton came to the support of the al Qaeda-backed Kosovo Liberation Army (KLA). He did so even though "[i]n 1998, the U.S. State Department listed the KLA … as an international terrorist organization, saying it had bankrolled its operations with proceeds from the international heroin trade and from loans from known terrorists like Osama bin Laden."
Finally, if former FBI translator Sibel Edmonds is to be believed, this same flow of heroin has been financing the corruption of Congress under George W. Bush. Edmonds was fired from the FBI in 2002, after accusing a colleague of being a security threat. She has since contested her firing in a whistleblower suit which the government has blocked by invoking the State Secrets privilege. She has also been prohibited from speaking publicly about her case.
According to Daniel Ellsberg, Edmonds’ concern is the al Qaeda connection described by Napoleoni:
Al Qaeda, she's been saying to Congress, according to these interviews, is financed 95% by drug money - drug traffic to which the U.S. government shows a blind eye, has been ignoring, because it very heavily involves allies and assets of ours - such as Turkey, Kyrgyzstan, Tajikistan, Pakistan, Afghanistan - all the 'Stans - in a drug traffic where the opium originates in Afghanistan, is processed
in Turkey, and delivered to Europe where it furnishes 96% of Europe's heroin, by Albanians, either in Albania or Kosovo - Albanian Muslims in Kosovo - basically the KLA, the Kosovo Liberation Army which we backed heavily in that episode at the end of the century….Sibel says that suitcases of cash have been delivered to the Speaker of the House, Dennis Hastert, at his home, near Chicago, from Turkish sources, knowing that a lot of that is drug money.

By 1976 the intellectual counterrevolution had consolidated a new anti-Kissinger coalition consisting of a) Cheney and Rumsfeld inside the Ford Administration, b) the Committee on the Present Danger lobbying for a vastly increased defense budget, and c) neocons like Richard Perle and Paul Wolfowitz, who came together to work against Kissinger’s SALT agreements and (with the help of the CIA’s new director, George H.W. Bush) to radically escalate the CIA’s estimate of the Soviet threat.

Piracy, TV. Alb steals the signal of News 24 in US
TIRANE-Piracy is a phenomenon, which continues to harm Albanian Televisions. Lately it is happening even in United States of America. Since one year, the Agency TV. Alb steals the signal from the NEWS 24 television and sells it to Albanians citizens who live in US, through cable network. In this case, Albanians in US are paying a stolen service to learn about the latest news from their motherland. (In photo: News 24 signal stolen).

TV alb has signed an agreement four years ago with Television News 24 to make possible this service. However, none of the terms of the contract is not implemented by TV.Alb.
The representatives of this ‘ghost’ company evaded every official and non-official contact with News 24. In these circumstances, News 24 is obliged to sue this case in order to end the piracy.
News 24 guarantees Albanians who are living in US, that they will watch the signal of this television through a more qualify service, not based in piracy. Beside that, News 24 warns the owners of TV. Alb that if they do not stops this piracy, Albanian company will continue to denounce that act, through a public campaign in its entire media, part of which is News 24.

September 26, 1984 AP DioGuardi made the remarks during a candidate's forum Sunday morning at the Jewish Community Center in White Plains. In a tape recording of the Sunday appearance, DioGuardi is heard saying, "You've got to look at the facts. The facts are that the minority groups in this country enjoy having children. It's their only joy, their only hope. It gets them another check. They're not going to have the abortions."
October 4, 1992, AP Joseph J. DioGuardi, who is seeking election to a House seat he lost amid charges of campaign finance irregularities, tried to avoid paying taxes through an investment scheme designed to lose money, according to U.S. Tax Court records . . . In 1978, DioGuardi was a partner in Daga Financial Co., which bought and sold options and futures on stocks and securities, according to court papers. On their joint tax return for that year, DioGuardi and his wife reported a loss of $ 112,453 from Joseph DioGuardi's 24.4 percent share of Daga, according to the records. So even though DioGuardi had earned more than $ 124,000 as an accountant that year, he and his wife claimed taxable income of $ 9,323, the records show. But the IRS said Daga's 1978 losses could not be deducted because "the entire transaction lacked economic reality." . . . In 1988, Lowey ousted DioGuardi after a report that Joseph Crabtree, the head of DioGuardi's campaign finance committee, had funneled more than $ 50,000 in illegal contributions to the campaign through his numerous auto dealerships. Crabtree reimbursed employees for the contributions, which is illegal. Crabtree said DioGuardi masterminded the plan; the ex-congressman denied it. Crabtree eventually pleaded guilty to conspiring to violate federal election and tax laws.
