WASHINGTON (CNN) -- Thousands of Albanians and others who fled the Balkans for the United States in recent years have emerged as a serious organized crime problem, threatening to displace La Cosa Nostra (LCN) families as kingpins of U.S. crime, top FBI officials said Wednesday.

The Albanian criminal enterprises, operating largely in New York and other Eastern seaboard cities, represent a major challenge to federal agents because of their propensity for violence and brutality, the officials said.

"They are a hardened group, operating with reckless abandon," said Chris Swecker, the newly named FBI assistant director for the Criminal Investigative Division.

Swecker and other officials said some of the Albanians served as enforcers in the established Mafia families for several years.

When the FBI dealt a major blow to the LCN families in recent years, the Albanians began to emerge, and now are taking over turf once controlled by the traditional mob bosses.

Officials said ethnic Albanians from Kosovo, Macedonia and Montenegro are included in the clans and crews that emerged in the organized crime world.

FBI officials said Russian and many other organized crime groups operating in the United States are much more sophisticated and less violent than the Albanians.

Part of the Albanian emergence stems from the FBI's success in busting the LCN.

Operation Buttondown, the code name for the FBI's campaign to crush the Mafia, reduced the number of families operating in the United States from 24 to only nine, the FBI officials said.

More than 100 leading members of LCN and more than 600 associates were arrested in the crackdown on organized crime.

Although no terrorism connection has been discovered, the FBI says it is closely watching to see whether the militant Muslims in the emerging organized crime world demonstrate ties to organizations suspected of involvement in terrorist financing.

Hunt for 'terrorism nexus' changes how FBI handles crime

WASHINGTON ? In the post-Sept. 11 FBI, crime-fighting is focusing less on former staples such as bank robbery, the new head of the FBI's criminal division said Wednesday.

Instead, agents are consumed by terrorist threats. They look for connections in everything from Albanian gangsters and Mexican immigrant-smuggling rings to credit card scams and thefts of baby formula.

In a briefing with reporters, Chris Swecker, who was appointed in July, said agents are always looking for "a terrorism nexus" while trying to maintain the FBI's role in investigating major crimes.

But the FBI's criminal division is leaner: It has 5,000 agents, compared with 6,500 before 9/11, and has had to scale back.

Because of the shift of personnel to anti-terrorism cases, the FBI no longer sends agents to every bank robbery. Nor does it conduct "buy-bust" drug operations.

Agents are dispatched only for armed bank robberies and not to "note jobs," in which robbers demand money with a note, he said.

The FBI now focuses on such criminal enterprises as Mexican immigrant-smugglers who could sneak terrorists into the USA and gangsters from the Balkans who are challenging the American Mafia for control of gambling, prostitution and other rackets.

Yet agents also must pay attention to crimes that would have gotten little notice from the FBI before 9/11. Though petty in nature, frauds involving credit cards, loans and food stamps, as well as thefts of baby formula, could raise money for terrorists, Swecker said.

Before 9/11, federal and local law enforcement agencies cracked a cigarette-smuggling ring in Charlotte that also used credit card fraud to finance terrorists who were part of Hezbollah in Lebanon.

So far, the FBI has not linked food stamp fraud or baby formula thefts to terrorism, Swecker said.

Nor have they found a terrorism connection between militant Islamists in Albania and Albanian gangsters here, he said.

But the threat posed by organized crime is ominous, Swecker said. He estimated that more than 1,000 gangsters from Albania, Macedonia and other Balkan states are inside the USA.

"Traditional law enforcement doesn't intimidate them," he said. "There is a reckless abandon to how they operate."

For years, gangsters from the Balkans, particularly Albanians, were used by the American Mafia for dirty work, such as beatings and killings, said W.K. Williams, head of the FBI's transnational crimes unit.

Recently, he said, Albanian gangsters have seized control of some rackets from New York Mafia families whose leadership has been weakened in the past five years by FBI investigations. Swecker said the FBI is sending agents to work with police in the Balkans and Sicily to investigate such groups.

NEW YORK (AP) -- The acting boss of the Gambino family and at least 30 other mob figures were arrested after an undercover FBI agent posing as a wiseguy infiltrated the Mafia with an act so convincing he was considered for membership, authorities said Wednesday.

Among those arrested was Arnold "Zeke" Squitieri, who allegedly took over as acting Gambino boss after Peter Gotti was convicted last year. Also facing racketeering charges is reputed underboss Anthony "The Genius" Megale.

Prosecutors said Squitieri, Megale and other defendants made millions of dollars through extortion, loansharking, illegal gambling and other crimes during the past decade. Some of the crimes -- which included the shakedown of a radio station and a beating at Bloomingdale's -- were plotted at a nursing home, court papers said.

Pasquale D'Amuro, head of the FBI's New York office, said the undercover agent made hundreds of secret recordings revealing the family's inner workings.

It was a feat not seen since FBI agent Joe Pistone penetrated the Bonanno family 25 years ago under the alias Donnie Brasco, he said. Like Brasco, the agent "was told by a high-ranking member of the crime family that he would be proposed for induction," D'Amuro said.

"Had we left him out on the street much longer, the Gambino family ranks would actually have increased by one," D'Amuro said.

The unidentified agent "risked his life as a mole for the better part of two years," said U.S. Attorney David Kelley.

The radio station -- which is in the city but not identified in court papers -- was among several businesses allegedly targeted for extortion. Authorities said the station was forced to run advertisements and promotions for Gambino-controlled businesses.

Authorities also allege that two of the defendants attacked a third mobster earlier this year in the housewares department at a Bloomingdale's in White Plains, New York. The victim was severely beaten with a candlestick.

Some of the defendants allegedly tried to avoid scrutiny by holding meetings at the bedside of the comatose son of a mobster at a nursing home in New Rochelle, New York.

TIRANA -- Albania's Prime Minister Sali Berisha says Kosovo and Albania will unite once they both join the EU.

In an interview to German daily Frankfurter Allgemeine Zeitung, Berisha said the authorities in Tirana already have plans to help Kosovo, should Serbia decide to punish its secessionist province with an economic blockade.

The Albanian premier also told the newspaper that his country will have assistance in this "from Montenegro and Macedonia".

"One of our ports will work around the clock, free of charge, at Kosovo's disposal. Other ports will work in three shifts, if need be. We will also make our airports available if necessary. Macedonia and Montenegro will also help. For this reason the blockade will not be too painful," Berisha was optimistic.

He conceded that "for decades there was indeed the option of uniting Kosovo and Albania", but that "50 years of communist dictatorship in Albania led to the Kosovo Albanians having this in mind less and less."

Berisha said that he does not see the potential for unification

FBI Weighs in on Balkan Organised Crime

An FBI statement before a US Senate Committee in October assessed the organised crime situation in the Balkans.

Organised crime in the Balkans has attracted the interest of the American law enforcement community and the US Senate. The US Federal Bureau of Investigation (FBI) believes that crime from the Balkans, Eastern and Central Europe, and the former Soviet Union is expanding and will continue to expand.

"In the last year or two, European nations have recognised that Balkan organised crime is one of the greatest criminal threats that they face," Assistant Director of the FBI Criminal Investigative Division Grant D. Ahsley said in an October statement before the Subcommittee on European Affairs of the US Senate Committee on Foreign Relations.

He added that European police organisations estimate that Balkan crime rings now control more than 70 per cent of the heroin market in some of the larger European nations, and are rapidly taking over human smuggling, prostitution and car theft rings across Europe.

Analysts believe the gangs are involved in all kinds of criminal activity -- drug trafficking, human trafficking, burglary and home invasion robbery, money laundering and securities fraud, organised crime gambling and extortion rackets.

According to Ashley, organised crime groups from Albania have expanded their activitites in Italy, Germany, Switzerland, Great Britain, and the Scandinavian countries. In the last few years, he said, Albanian organised crime has reached the United States, creating partnerships with the Gambino, Genovese, and Luchese families to facilitate specific crimes.

In Italy, meanwhile, Mafia groups have reportedly taken advantage of the country's geographic proximity to Southeast Europe to align themselves with Balkan organised criminal groups engaged in arms and cigarette smuggling, trafficking in humans and smuggling of aliens.

In order to confront this growing problem, Ashley said, the FBI has established the Balkan Organised Crime (BOC) initiative, which is focused on criminal activity emanating from Slovenia, Croatia, Serbia-Montenegro, Bosnia and Herzegovina, Albania, Kosovo, Macedonia, and Greece. The BOC is a high profile endeavour on the part of the FBI's Organised Crime Section and the US Department of Justice's Organised Crime and Racketeering Section, he noted.

BUENOS AIRES -- The Argentine Federal Police found 492 kg of cocaine hidden in a house in a Buenos Aires suburb.

The house was used by a group of Serbian and Montenegrin citizens.

The raid in Argentina came as part of a joint operation of the Serbian, U.S. and South American security agencies, the Serbian National Security Council announced on Thursday.

The Argentine police issued arrest warrants for five Serbian and Montenegrin citizens: Nenad Novakovi, Dra?ko Vukovi, Boris Laban, Marko Pandrc and Igor Stjepovi, who have been in South America for a number of months.

The cocaine was found in a specially designed secret basement, reports said.

The same criminal group is suspected of transporting 2.2 tons of cocaine that were found on October 15 in Uruguay.

In Belgrade, Serbian President Boris Tadi welcomed the news and praised the work of Serbia's security services and police (MUP) involved in the operation.
